Meet Our Team
Devin Luqman started Luqman Law in 2018 to bring integrity, problem-solving, compassion, and modern technology-focused creative thinking that he would greatly improve the way the law works for its community. Since Luqman Law’s founding, it has become one of the fastest-growing and best-reviewed Law Firms in the DMV region.
He served as an Assistant Public Defender in Maryland, receiving hundreds of favorable trial verdicts before both judge and jury. He then entered the arena of immigration law, and litigated numerous removal proceedings, family-based adjustment applications, and oversaw several cases regarding human resource compliance.

Mr. Luqman actively participates in his community. During his free time, he regularly speaks at local high schools, including Oakdale High School and Tuscarora High School. He also regularly lectures as a guest speaker at Hood College, speaking on current and emergent criminal law and immigration topics. He continues to serve citizens of all economic backgrounds by taking on a large number of pro bono cases.

Senior Paralegal
Fatima Llumiluisa is a senior paralegal at Luqman Law. As an Ecuadorian lawyer, she’s currently pursuing further studies in Immigration Law in the United States to expand her expertise and better serve our clients. Her professional journey is shaped by her Ecuadorian legal background and her bachelor’s degree in International Relations, which give her a unique perspective on immigration matters.
Juliana Ortiz

Juliana Ortiz is a lawyer from Externado University of Colombia with experience in immigration and family law, legal research, and case management. She has worked as a paralegal, legal assistant, writer, and marketing assistant, combining her legal expertise with creative skills. Fluent in Spanish, tech-savvy, and passionate about social impact, she is eager to advance her career and pursue an LL.M.
Mildred Obregon
Administrative Specialist
Mildred Obregón brings over 30 years of administrative and operational experience, including a background in international development and financial management. As the first point of contact at Luqman Law, she manages front-desk operations, client intake, and scheduling with warmth and precision. Originally from Nicaragua and fluent in English and Spanish, she holds a Bachelor’s degree in Business Administration and is deeply committed to supporting clients through the immigration process with care and professionalism.
Sharee Hidalgo
Billing and Operations Specialist
Sharee Hidalgo oversees accounts receivable and billing operations at Luqman Law, bringing ten years of insurance industry experience and specialized immigration law training to her role. Fluent in English and Spanish, she is currently pursuing a sign language certificate to further expand her ability to serve clients. Sharee is active in the Spanish-Speaking Community of Maryland and volunteers annually with Toys for Tots, reflecting her dedication to community and clear communication.
